This research was commissioned by the Labour Market Policy Group (LMPG) of the Department of Labour to evaluate the impact of the legislative changes on workplace injury management. The case study based evaluation is intended to be part of a broader evaluation to be conducted in two parts:

  1. Prior to and during the July 1999 transition to the new environment.
  2. Post reform transition. The impact of the reforms at the workplace level, one to two years out from the reforms.

This report covers the first phase of this evaluation, the brief of which was to construct and undertake a case study based evaluation that makes informed judgements about the:
a) assumptions that underpin the reform
b) impact on relationships between key stakeholders
c) impact on health and safety practices and outcomes in workplaces.
