This research aimed to examine whether the Employment Relations Act has had any significant effect on the coverage and content of collective bargaining. It has been undertaken to inform employment relations policy work in the Department of Labour.

A mixed methods approach including a survey, focus groups, face to face interviews and analysis of administrative data was used. Information was collected from employers, employees, unions and employment relations professionals (academics, lawyers, mediators and professional advocates).
